An enterprise is defined as a legal unit producing goods or services and which has a certain degree of decision-making authority, especially in reference to the financial resources. The enterprise can carry out its economic activity/activities on one or more local units.
The size of an enterprise as measured by the number of persons employed is not relevant regarding the usage of the word enterprise. A tobacconist with just one self-employed person is an enterprise as well as a unit from the production sector with more than 1 000 employees.
Excluded from the census are embassies and other exterritorial units and private households with employees.
Possible dependencies and interdependencies between enterprises (e.g. enterprises functioning as corporate management and enterprises being under common administration) have not been determined.
Data confidentiality for the census of local units of employment 2011 was established according to the Register-based Census Act, Federal Law Gazette I No. 33/2006 - this federal law is not applicable for the census of local units of employment since 2012, because according to this law, the census may only be conducted every 10 years. The results of the census of local units of employment since 2012 are published according to the usual confidentiality rules of Statistics Austria.

At the reference date 31 October 2018 there are 686 027 enterprises in Austria. They employ a total of 4 638 134 persons, 4 031 929 thereof being employees. Among these enterprises 649 265 are enterprises with only one local unit of employment, where about the half of all employees are working. Enterprises with more than one local unit of employment (5.4%) employ nearly 47% of all employed persons.

At the reference date 31 October 2017 there are 665 447 enterprises in Austria. They employ a total of 4 521 650 persons, 3 932 256 thereof being employees.
Comparing the results for the reference date 31 October
2017 with the results from 2016 there is a significant rise in the number
of enterprises and local units. This is due to better raw data for persons
who work as 24 hours care. Those persons mainly work self-employed so
they can be found as separate enterprises. 2017 there are 32 587 enterprises

Compared to the census of local units of employment 2011, the following changes apply:
In the course of the Register-based Census for the year 2011 the local units are object of the count for the first time since 2001. Due to available data from administrative sources (companies register, tax authority, social security, Austrian Economic Chamber, agriculture and forestry register and associations register) enterprises and their local units can be determined without having to contact the enterprises. All enterprises of the profit-oriented sector are ascertained, as well as non-profit organisations and units from the public authorities. The census of local units of employment 2011 determines for the first time ever units from the agricultural sector and forestry.
Due to the usage of the administrative sources enterprises from “agriculture and forestry” and “public administration” can be determined for the first time. This, and the fact, that small and midget enterprises are captured by using the administrative data must thus be taken into account, when comparing the quantity of enterprises and their persons employed in the year of 2001 with those figures from 2011.
