Since the reference year 2012 the census of local
units of employment is conducted in the course of the Register-based
Labour Market Statistics. Herewith all local units of enterprises located
in Austria are determined per reference date 31 October. All local units
of the profit-oriented area, those of non-profit organisations and those
of the public authorities (including legal interest groups, other facilities
governed by public law such as social insurance agencies) are counted.
Excluded from the census of local units of employment are local units
of exterritorial entities such as embassies, consulates and international
organisations and those of private households with employees (ÖNACE
68.20
A local unit is defined as each unit, which is set up on a continuing basis, which is characterized by name and address and on which at least one person is employed. It is not important how big the local unit is, or how many persons are employed. A tobacconist with just one self-employed person is a local unit as well as a local unit from the production sector with more than 1 000 employees.
Data confidentiality for the census of local units of employment 2011 was established according to the Register-based Census Act, Federal Law Gazette I No. 33/2006 - this federal law is not applicable for the census of local units of employment since 2012, because according to this law, the census may only be conducted every 10 years. The results of the census of local units of employment since 2012 are published according to the usual confidentiality rules of Statistics Austria.

At the reference date 31 October 2018 there are 785 945 local units in Austria, 102 692 thereof belong to the agriculture and forestry sector. These local units employ a total of 4 638 134 employed persons, 4 031 929 thereof being employees. Most local units belong to the tertiary sector (598 146), which employs a total of 3 417 097 persons.
234 163 persons without a main residence in Austria commute to Austria at the reference date 31 October 2018. These persons are called commuters from abroad. Nearly one out of four has the Hungarian citizenship (55 770), more than one out of six has the Slovakian (40 510) and 14.4% have the Romanian citizenship (33 677). Commuters from abroad mainly work in the economic domain of “Human health and social work activities” (51 833), “Accommodation and food service activities” (28 508) and “Manufacturing” (25.904).
For the reference date 31 October 2018, a change in
the definition of persons commuting from abroad takes effect. Thus there
is a significant increase in this category
At the reference date 31 October 2017 there are 765 470 local units in Austria, 103 944 thereof belong to the agriculture and forestry sector. These local units employ a total of 4 521 650 employed persons, 3 932 256 thereof being employees. Most local units belong to the tertiary sector (577 869), which employs a total of 3 329 522 persons.
Comparing the results for the reference date 31 October
2017 with the results from 2016 there is a significant rise in the number
of enterprises and local units. This is due to better raw data for persons
who work as 24 hours care. Those persons mainly work self-employed so
they can be found as separate enterprises and subsequently as separate
local units of employment. 2017 there are 32 587 enterprises with one
self-employed and no unemployed person in the economic domain of “Other
social work activities without accommodation n.e.c.” (ÖNACE 88.99
194 184 persons without a main residence in Austria commute to Austria at the reference date 31 October 2017. These persons are called commuters from abroad. More than one out of four have the Hungarian citizenship (51 206), nearly two out of five have the Slovakian (37 222) and 13% have the Romanian citizenship (25 327). Commuters from abroad mainly work in the economic domain of “Accomodation and food service activities” (22 969), “Manufacturing” (22 761) and “Administrative and support service activities” (20 336).
At the reference date 31 October 2016 there are 724 305 local units in Austria, 106 929 thereof belong to the agriculture and forestry sector. These local units employ a total of 4 398 908 employed persons, 3 847 094 thereof being employees. Most local units belong to the tertiary sector (536 464), which employs a total of 3 222 761 persons.
At the reference date 31 October 2015 there are 719 056 local units in Austria, 106 872 thereof belong to the agriculture and forestry sector. These local units employ a total of 4 336 952 employed persons, 3 784 482 thereof being employees. Most local units belong to the tertiary sector (530 981), which employs a total of 3 172 204 persons.
At the reference date 31 October 2014 there are 722 300 local units in Austria, 107 765 thereof belong to the agriculture and forestry sector. These local units employ a total of 4 299 547 employed persons, 3 731 515 thereof being employees. Most local units belong to the tertiary sector (534 975), which employs a total of 3 137 224 persons.
At the reference date 31 October 2013 there are 693 673 local units in Austria, 106 169 thereof belong to the agriculture and forestry sector. These local units employ a total of 4 266 021 employed persons, 3 705 824 thereof being employees. Most local units belong to the tertiary sector (509 750), which employs a total of 3 091 698 persons.
At the reference date 31 October 2012 there are 696 129 local units in Austria, 108 712 thereof belong to the agriculture and forestry sector. The local units employ a total of 4 224 286 employed persons, 3 673 999 thereof being employees. Most local units belong to the tertiary sector (512 456), which employs a total of 3 081 873 persons.
Compared to the census of local units of employment 2011 following changes apply:
The 2011 census determines local units of enterprises located in Austria per reference date (31 October 2011). All locals units of the profit-oriented sector, those of non-profit organisations and those of the public authorities (including legal interest groups, other facilities governed by public law such as social insurance agencies) are counted. For the first time local units from the agriculture and forestry sector are covered as well.
If one compares the figures of local units and their persons employed of the year 2011 with those of 2001, one needs to be aware that the rise in the number of local units is not justified by the newly founded local units only, but by the usage of administrative sources also, by which it is possible to capture small and midget enterprises. Additionally the extended sample preponderates.
At the reference date 31 October 2011 there are 706 817 local units in Austria, 111 400 thereof belong to the newly derived agriculture and forestry sector. The local units employ a total of 4 167 164 employed persons, 3 615 352 thereof being employees. Most local units belong to the tertiary sector (518 381), which employs a total of 3 023 288 persons.
